We have the honour to acknowledge the receipt of your letter of the 3rd Instant

you state that the circular which formed the subject of our letter of the lot-- Prodcunt was not arrested by you
in the
course of the circulation. We infer from the general tenor of your letter that there
is some misapprehension in the capacity in which you are addressed and
beg you
to note that it was as a Committee of the Bench of Justices that we addressed you in your Official capacity of Colonial Secretary. As members of that Committee all that is
yet officially
before
us is the fact that the circular was arrested in circulation by you, in as much as it would seem to have been forwarded to you by a member of the Bench (who could
have no right to stop it in a letter addressed to the whole Bench) and by you
withdrawn
from circulation. Whether
the circular for
reasons given
by the Person who forwarded it to you, or
for any other reasons,
was stopped
by you, we must consider that it was you who stopped it, as your proceedings are officially recorded. Acting Chief Magistrate from
